Umc-access.conf does not work as expected

Hi I have followed: Q&A: Disallow Access to /univention from Internet to restrict access, though Require ip 192.168.0.0/24 to restrict access to that subnet seems to open access to everyone. Using specific IP does work though. Any ideas?
