The installer for 3.2 makes the “desktop environment” an optional install. In 4.0 Milestone 2, it gets installed automatically. Is there a way of not installing the X server and desktop environment, and only accessing it UCS from a web browser?

as far as I know it is possible to deselect the desktop environment with MS2. However the System-Setup needs some X-Packages (for launching firefox) which do not yet get removed after the setup is completed.
You might try to remove univention-system-setup-boot followed by a “autoremove” to clean up those packages:univention-remove univention-system-setup-boot
apt-get autoremove
