Timesynch not running and wrong time

my Time is off a few minutes

I did a reconfigure and selected the correct timezone:
dpkg-reconfigure tzdata

I don’t have a hypervisor.timesynch activated.

I also already did this:

ucr set timeserver=de.pool.ntp.org timeserver2=asia.pool.ntp.org timeserver3=us.pool.ntp.org
invoke-rc.d ntp restart

timedatectl status says: NTP service: inactive

systemctl status ntp.service

says:
unable to bind to wildcard address :: - another process may be running - EXITING

weird enough… after some time it started ot work… but I just saw on my 2nd system that I have setup a few days ago. the time weird also:

when I use

dpkg-reconfigure tzdata

then set the timezone to “Europe/Amsterdam”

it will output this (realtime in Amsterdam is 19:12):

Local time is now:      Fri Feb 18 20:12:11 CET 2022.
Universal Time is now:  Fri Feb 18 19:12:11 UTC 2022.

date will output (realtime in Amsterdam is 19:12)
