start with user root solve the issue…
The updater.log says

Please rerun command without --check argument to install.
After login the portal warning reports that exist more updates, but in the update module, says no more packages

Yeah well, Apache needs to be started as root, otherwise it cannot drop privileges to the www-data user or bind to low ports such as 80 or 443.
What happens when you run univention-upgrade --ignoressh on the console or via ssh?

The output of that is
univention-upgrade --ignoressh

Checking for local repository: none
Checking for package updates:
none
Checking for app updates: none
Checking for release updates: none
And the web interface is still showing that upgradable packages are supposedly available?
After reboot no.
