Similar to the simple authentication account that allows read-only access to LDAP, is there a way to create an account that only has read-only access to the API?

If that is impossible, is there a way to create a standard user account that can only read and not write to LDAP and the API?
I can’t use simple authentication account as it doesn’t seem to have API access.
