If a teacher is assigned to a second (third,…) school: Does he have the same authorizations as a “normal” teacher at this school? Can they then reset the students’ passwords, for example?

Yes, the teacher receives full teacher authorizations. These authorizations can also be extended through additional group memberships. But the basic functionality is available.
