When the master server is in failed state the domain cannot be administered any more, not even the UMC on the backup server is useable.

Answer

UCS Master/Backup concepts do not have an automated failover procedure. The single master design requires the master server to be available in order to administer the domain.

If the master server is completly wracked you have to consider a restore or perform a backup2master procedure.
