Primary DHCP-Server Stuck in Purgatory

For the sin of playing “Inspecto” and modifying an existing policy"… I have managed to mutilate my DHCP server and in doing so now my entire network is stuck. When I first detected “something wrong” I attempted to uninstall the dhcp-server, believing I could reinstall. Well that landed my machine in a halfway on and the other half “missing” state of being.
Errors from SystemCtl and Journalctl

dpkg: error processing package univention-dhcp (–configure):

installed univention-dhcp package post-installation script subprocess returned error exit status 1
Errors were encountered while processing: univention-dhcp
Cannot find service-record of _pkgdb._tcp.
No DB-Server-Name found.
E: Sub-process /usr/bin/dpkg returned an error code (1)

As I said, this is the Primary Server and DC. There are records in the UCR that give me hope there may be some way to restore functionality without going back to one.
