Problem:
Password Policy does not apply to newly created users
Solution:
The password policy only applies if the user changes his password. Typically, a user is created administratively so that he must change his password the first time he uses the account. The behavior is therefore as expected. If you want to change the behavior, you can do this by using a customized user template (see UCS manual chapter 6.6. User Templates).
