New Install UCS and OwnCloud was Service Unavailable

I’ve new install the UCS, everything seems normal, after install the Owncloud from App Cener, it appear Service Unavailable.

When I perform the System diagnostic, it come out The app listener queues contain unprocessd files, finally I found one of the json file inside the data of owncloud path, any idea to resolve the Owncloud issues?

This is my second Owncloud, I’m sure the installation steps is same as before from 6 month ago, is it any different Owncloud version from App Center to cause the problem?
