It is possible to give users a mailPrimaryAddress even if the mail domain in UCS has not been created for it. The following UCRV is available for this purpose.
UCRV for mailPrimaryAddress
This UCR variable is not set by default on the system and you could set it with the following command:
ucr set directory/manager/web/modules/users/user/properties/mailPrimaryAddress/syntax=emailAddress
