Hi, is native GPO editor development planned?

What for? You don‘t even need a Windows Server OS to edit the GPOs. You can use any Win10 Pro machine, install the free remote server administration tools (RSAT), start your mmc.exe as domain admin and got all you need. Win 8.1 Pro works as well.
You can create, edit, export and import GPOs with the GPMC snapin.
And I guess you have at least one Windows Pro machine somewhere – otherwise configuring windows GPOs would seem pretty pointless
