Desktop Environment (KDE) is installed but no option to launch in management console?

Well,
as you might be aware is UCS a server operating system. As such usually users are not logged in locally and therefore no nice-looking gui is needed.
We included KDE just for the rare cases where your need to be able to access the web-gui (called “UMC”) while not having network access.
And so there is no way to “launch” KDE (as this is a desktop system) remotely through UMC.
