Can I configure accounts as local administrators without domain width admin permissions?

Answer

Yes, you can add your user to the local administrator group e.g. in a clients lusrmgr.msc. When open that MSC you can simply look for the local Administrator Group in the corresponding Module adding the user in question to that group.
