Problem:
Teachers can not create workgroups. When trying to create a workgroup they get an error.
Solution
Make sure you created the teacher through the ucs@school administration frontend (ucs@school administration or import). Creating just a domain user is not sufficient to assign all needed permissions.
To fix, remove the teacher an re-create through the ucs@school administration.
