Fresh SuiteCRM install with Error

Version 7.11.3
After logging in to SuiteCRM and attempting to create a new user I get error message.

The decimal separator cannot use the same character as the thousands separator.\n\n Please change the values.

I’ve tried creating it several way, but as soon as I try to create password it errors out.

1000s separator: ,
Name Display Format : ,

Changed one of those fields to a different character in the “advanced” tab and it allowed me to update the record.

Where are the default field entries kept
