DHCP Server not working - Service not Found

very strange i get this

root@dc1:~# dpkg-query -W -f='${binary:Package}\n' *dhcp*

isc-dhcp-client
isc-dhcp-common
isc-dhcp-server

univention-dhcp

Ok, back to my main problem, I still can’t manage my dhcp server via ucs
if i configue isc-server through dhcpd.conf (direct) everyhing works fine, clients get its address, but if i try to configure by the ucs GUI no address delivered out
